See all EU institutions and bodiesUntil 2019, the EU Member States (MS) formal reporting was based on the 2014 European Union Greenhouse gas Monitoring Mechanism Regulation (MMR) . Article 15 of the MMR focused on "reporting on national adaptation actions" and requires specifically that "[…] Member States shall report to the Commission information on their national adaptation planning and strategies, outlining their implemented or planned actions to facilitate adaptation to climate change. That information shall include the main objectives and the climate change impact category addressed, such as flooding, sea level rise, extreme temperatures, droughts, and other extreme weather events."
The first MMR Art. 15 reporting took place in 2015, and the second and last one was foreseen in 2019. Information provided by Member States in this reporting is presented in the country profiles on Climate-ADAPT until mid-2021. On a voluntary basis, and on the initiative of Member States, countries can update this information so that it better reflects recently adopted work by resubmitting the reported information.
The 2018 Regulation on the Governance of the Energy Union and Climate Action repeals the MMR. From March 2021 onwards, and every 2 years thereafter, national adaptation actions will be reported as Annex VIII, Part 1 of the Governance Regulation. That regulation includes the same elements as the MMR Art. 15, but additional details of the reporting is specified in an implementing act.
The reported adaptation actions include all issues legally required by the Governance Regulation and are in line with the Katowice Decision setting out the modalities, procedures and guidelines for reporting under the transparency framework of the Paris Agreement.
